Operations at St. Paul’s Holman Field airport will temporarily cease Tuesday as crews install flood barriers as the Mississippi River conitinues to rise.The river — expected to reach major flood stage of 17 feet on Wednesday — borders the airport. The Mississippi is expected to crest above 18 feet by the end of the week.The Metropolitan Airport Commission — which owns and operates the airport — sent crews to install a section of its metal plank floodwall system along the east end of the airfield last week, leading to the closure of two runways. MAC officials say these secondary runways will remain closed until the floodwall syste is taken down.The primary runway at the airfield closed at 10 a.m. Tuesday to let workers extend the floodwall system over the south end of the airfield. MAC officials say this will shorten the runway – which is normally 6,491 feet – by 1,150 feet. A double homicide investigation is underway Tuesday after a shooting on St. Paul’s Greater East Side.Investigators are working in and around an apartment building on the 1400 block of East Minnehaha Avenue between Birmingham and Barclay streets.Police did not immediately release more information about the circumstances and said they plan to later this morning.Twin Cities Academy, a charter school for grades 6-12 across from the apartment building, remained in session Tuesday.The school “became aware of an incident” across the street at 7:30 a.m. Tuesday, according to a Facebook post from the school. NEW YORK (AP) — Expecting a tax refund? It could be smaller than last year. And with inflation still high, that money won't go as far as it did a year ago. The more than 100 million taxpayers who have had their returns processed as of April 7 got refunds that were an average of 9.3% less than last year, in part due to pandemic relief programs expiring.
