Laguna Beach looks to muzzle excessive barking

"Inconsiderate" dog owners have been put on notice by the city of Laguna Beach, as the City Council on Thursday defined what qualifies as excessive barking and banned "walking" dogs while riding a bicycle or e-bike. To clarify what a nuisance is, the council approved an ordinance that defines excessive barking as either 30 straight minutes or 60 minutes total over a 24-hour period, the Orange County Register reported. The definition of nuisance was nebulous in the past, the council heard from Jim Beres, a Laguna Beach Police Department administrator overseeing animal control, who likened it to "having a speed limit with no defined speed limit."“It was based on how many people were complaining or willing to appear before a hearing officer to testify and provide evidence that a dog, at a certain location, is a nuisance," he said. "That creates a different standard because what constitutes a violation at one location in North Laguna could be different in South Laguna. By Pete Muntean | CNNA 2022 incident where a United Airlines flight came within 748 feet of crashing into the Pacific Ocean was caused by pilot error, federal investigators say.In a just-published final report, the National Transportation Safety Board pins the cause of United Airlines flight 1722’s dive on “the flight crew’s failure to manage the airplane’s vertical flightpath” after an apparent “miscommunication” between the two pilots over the position of the plane’s wing flaps. The incident took place about one minute after the Boeing 777 departed Hawaii’s Kahului Airport in heavy rain and turbulence on December 18, the NTSB said. The flight with 271 passengers on board continued on to its destination San Francisco without further issue, investigators said. The NTSB said statements from the flight crew revealed confusion over the setting of the 777’s flaps, which are typically extended for takeoff and retracted incrementally during climb out.“When the airplane reached the accelerat...National security panel reviewing secretive land buys near Bay Area Air Force base

By Natasha Bertrand | CNNThe Committee on Foreign Investment in the United States is probing a secretive company that has been buying up land around a key Air Force base in Northern California, sources familiar with the matter and a California lawmaker told CNN.The ongoing review by CFIUS, an interagency panel chaired by the Treasury Department that is tasked with examining the national security implications of foreign investments, has not been previously reported. But it comes as several California congressmen have raised concerns about the hundreds of millions of dollars worth of land bought up in recent years in Solano County, by Flannery Associates, a limited liability company registered in Delaware whose owners are publicly unknown.“They’re right at the fence line with Travis Air Force Base, on three sides of the fence,” Rep. John Garamendi, a California Democrat whose district includes the base, told CNN.Flannery is not required by Delaware law to disclose its owners. The San Jose Sharks have added seven new forwards with NHL experience since the end of last season. They’ve also changed the look of their defense corps and didn’t re-sign the goalie who appeared in 91 games over the past two years. So, are they any better, or did they give themselves a better chance at winning next year’s draft lottery?Certainly, the Sharks are a long shot to make the 2024 playoffs, given the question marks they have on defense and in net. The forward group is deeper and has a chance to be more dynamic than it was in 2022-23, although it could be a few more years before another prolific goal-scorer like Timo Meier is on the roster.rRight now, the only expectation Sharks general manager Mike Grier has for his group is to compete hard and build on the culture he feels they started to establish last season, even as they finished with a 22-44-16 record for 60 points — fourth-fewest in the NHL — with a 9.5 percent chance of winning the draft lottery.The...High school football 2023 preview: DAL Foothill Division

DIABLO ATHLETIC LEAGUE FOOTHILL DIVISION(Predicted order of finish)No. 1 CAMPOLINDO Coach: Kevin MacyRecord in 2022: 12-1What to expect: Despite losing QB Dashiell Weaver and receiver Robbie Mascheroni to graduation, the Cougars remain the pick to win another DAL Foothill title. After that, things get dicey. Because of the NCS’s competitive equity model, Campo moves up to D-I this season – with big boys De La Salle, Pittsburg and Clayton Valley – after winning the D-II title in 2021 and reaching the D-II final last season. Longtime Campo coach Kevin Macy hopes the NCS rethinks the model, noting that his small-school program is being punished for its success. Leading Macy’s team this season will be players such as senior S James Giordani, senior WR Scott Lyon and senior WR/DB Tim Daugherty. Senior LB/FB James Erickson and senior CB Jake Spencer are two others expected to have an important presence. “Last year’s team lacked depth,” Macy said. “This year’s team will have no...East Bay warned of smoke from wildfire training

AUCKLAND, New Zealand (AP) — Sweden first knocked off the United States and then bounced Japan to snag a spot in the semifinals of the Women’s World Cup. The Swedes, the World Cup runners-up in 2003 and three-time third-place finishers, eliminated previously unbeaten Japan 2-1 in Friday’s quarterfinal. With Japan out of the tournament, this year’s World Cup will crown a first-time winner. The sold-out crowd at Eden Park, where Sweden will play in the semifinals on Tuesday against Spain, danced to songs by Swedish rock band Abba as it was played throughout the stadium after the win. Amanda Ilestedt scored a first-half goal and Filippa Angeldal converted a second-half penalty to give Sweden the mild upset and send the Swedes to the semifinals for the fifth time.“Obviously we were very happy with the win against the U.S., but we knew we had to recharge and think about Japan,” midfielder Kosovare Asllani said. “We knew we were going to play a very skilled and technical...Celebrity hair, makeup and nail stylists: How the Hollywood strikes have affected glam squads

NEW YORK (AP) — Film, television, fashion: You name it and Kim Kimble has done it in her 30-plus years as a hair stylist in Hollywood — but even through the good times, she never gave up her backup plan.Until the pandemic.“I had a salon where I could work if I had to, and I closed it,” she said. “So now I don’t even have that.”Kimble and a world of Hollywood hair stylists, makeup artists and manicurists have been idled by the actors and screenwriters strikes, in an era of declining rates as they were still rebuilding their livelihoods from the painful months of the coronavirus shutdowns. They aren’t alone, of course, as writers and actors walk picket lines in their contract disputes with studios and streaming services. Crew and support staff on all sides of the entertainment equation — production, promotion, assistants — are also out of work from coast to coast.“For three, four, five months before the writers went out, studios weren’t willing to greenlight projects, so many of...Insurers won’t cover new Alzheimer’s treatment for some customers

Some private insurers are balking at paying for the first drug fully approved to slow mental decline in Alzheimer’s patients.Insurers selling coverage in North Carolina, Pennsylvania and New York, among other states, told The Associated Press they won’t cover Leqembi with insurance offered on the individual market and through employers because they still see the $26,000-a-year drug as experimental. Their decision stands in contrast to Medicare, which will wind up covering most patients who take the drug. The federal coverage program mainly for people ages 65 and older announced shortly after Leqembi received full approval last month that it will cover the treatment while still tracking its safety and effectiveness.Leqembi is the first medicine that’s been convincingly shown to slow the cognitive decline caused by Alzheimer’s disease, though only modestly. The U.S. Food and Drug Administration approved the IV drug for patients with mild dementia and other symptoms caused by early Alz...Sports on TV for August 12 -13
